The digital land registry in the West Bank is viewed as an escalation of Israel’s occupation.
Occupied East Jerusalem, Palestine – Israel’s controversial plan to digitally register property ownership in the occupied West Bank „a dangerous colonial occupation move that constitutes a direct attack on the Palestinian people’s historical and legal rights to land and property,” the Palestinian Land Authority said.
The Palestinian Jerusalem Governorate and the Committee for Resistance to Colonization and the Wall (CRRC) have called on Palestinians living in the West Bank not to participate in any Israeli „organization, committee, platform, or procedure” regarding land and property.
Israel reportedly launched the online „Land Registry and Rights Settlement” platform this Wednesday, through which it plans to „update” property ownership records in the occupied West Bank.
The Jerusalem Governorate and the CRRC have called on the international community, the United Nations, the International Criminal Court, and all international human rights and legal institutions to „fulfill their urgent duties to stop these illegal actions and hold the occupying power accountable for its ongoing violations against the Palestinian people, their lands, and their resources,” they said.
According to Moayad Shaaban, head of the CRRC, which is part of the Palestine Liberation Organization, the move highlights „the occupation’s shift from a policy of traditional on-the-ground control to digital and administrative colonial planning, aimed at imposing permanent legal realities on the occupied Palestinian territory.”.
„Annexation” through the land registry
In May 2025, the Israeli Security Cabinet launched a new, aggressive land-regulation process in the West Bank with the aim of „complete the legal and administrative annexation of the occupied territories through the comprehensive registration of lands under Israeli authority,” the Jerusalem District Administration announced.
Subsequently, in July 2025, the Israeli parliament approved a symbolic measure calling for the annexation of the occupied West Bank. The move was first proposed in 2024 by Israel’s far-right finance minister, Bezalel Smotrich, who himself lives in an illegal Israeli settlement.
On February 15, 2026, the process began to permanently acquire and register approximately 58 percent of Area C—the part of the West Bank over which Israel exercises full control.
Pursuant to this decision, the registration of Palestinian land in the Israeli „Tabu”—the land registry—has begun for the first time since the 1967 occupation of the West Bank. This is a final measure that will be difficult to challenge in Israeli courts, the Israel Hayom newspaper reported in February.
With the start of land consolidation, the Israeli Land Authority will assume responsibility for regulating and registering land ownership in Zone C. It also has the authority to issue sales permits and collect fees. Israel aims to complete the full land consolidation of 15 percent of the West Bank by the end of 2030.
There are now some 700,000 Israeli settlers living in the West Bank and East Jerusalem, as the number of illegal settlements has expanded under Prime Minister Benjamin Netanyahu’s government.
According to human rights groups, the number of settlements approved and the rise in violence by settlers against Palestinian communities have accelerated since Israel launched its genocidal war in Gaza on October 7, 2023.
