According to the EU, the sanctioned individuals and groups have violated a number of rights, ranging from the right to physical and mental integrity to the right to education.

The European Union has imposed sanctions on four organizations and three individuals whom it describes as „extremist Israeli settlers” and whom it holds responsible for „serious” human rights abuses against Palestinians in the occupied West Bank.

According to the EU, numerous rights have been violated, including the right to physical and mental integrity, the right to privacy and family life, freedom of religion, and freedom of education.

Thursday's announcement is part of the sanctions package adopted by the EU earlier this month, which aims to punish Israeli settlers and Hamas leaders.

The sanctions apply to the Nachala Settler Movement and its director, Daniella Weiss. According to the EU, the group „encourages and facilitates coercive acts that lead to the forced displacement of Palestinians.”.

The Israeli non-governmental organization Regavim and its director, Meir Deutsch, are also on the sanctions list because they lobbied „for the demolition of Palestinian property” in order to extend Israel’s control over the entire West Bank, as well as for the demolition of an EU-funded Palestinian elementary school.

The non-governmental organization Hashomer Yosh and its president, Avichai Suissa, were also sanctioned for supporting the establishment of „at least 28 violent outposts and settlements.” The EU added that they recruit armed volunteers and provide guards who participate in violent attacks.

The Amanai Cooperative Association of the Gush Emunim settler movement was also sanctioned, and the EU stated that the organization also „played a key role in initiating, financing, and facilitating the establishment of at least 30 violent outposts and settlements.”.

Long-awaited sanctions

With Thursday's additions, the EU announced that it is now imposing sanctions on 136 individuals and 41 organizations from various countries under its global human rights sanctions regime.

The system was established in 2020 and applies to acts such as genocide, crimes against humanity, and other serious human rights violations.

Measures targeting Israeli settlers in response to violence against Palestinians had long been anticipated, after they were blocked by the self-proclaimed illiberal government of Viktor Orbán, Hungary’s former prime minister.

However, with the appointment of Péter Magyar as the new prime minister, the veto was quickly lifted at the beginning of the month.

Israel had previously condemned the sanctions, arguing that Jews have the right to settle in the occupied West Bank, even though this violates international law.

In 2025, the expansion of Israeli settlements reached its highest level since at least 2017, when the United Nations began tracking the data.

Since the start of Israel’s genocidal war in Gaza, the West Bank has been plagued by violence between Israeli troops and settlers on an almost daily basis. According to the UN, more than 1,000 Palestinians have been killed in the area.
