Residents of the West Bank villages of Qusrah, Talfit, and Jalud have been living in a constant state of fear for months. The situation has deteriorated drastically since January, following the establishment of a new Israeli outpost in the area. B’Tselem’s latest documentation According to this view, „settler violence” can no longer be regarded as the result of individual perpetrators acting on their own: the evidence points to a system that is financed and supported by the state.
The outpost that shattered the peace

On January 21, settlers occupied the hill of Jabal ‘Ein ‘Ena, located south of the village of Talfit, and established the Tel Talpiot outpost. The area is of strategic importance: it is located deep within Area B, which is populated by Palestinian villages, where there had previously been no Israeli military or civilian presence.
The process turned violent right from the start: the settlers occupied a Palestinian residential building that was under construction and physically prevented the owner from continuing the work.
The escalation of terror
According to data from B’Tselem, within 30 days of its establishment 10 serious attacks have been reported in the three surrounding villages. The pattern of the attacks is consistent:

Physical aggression: Human rights activists and families were attacked with clubs and stones.

Property damage: Setting fire to houses and farmland; vandalizing vehicles.
The video footage and witness statements included in the report also indicate that the perpetrators are using ATVs (all-terrain vehicles) that the authorities —including at the initiative of Ministers Bezalel Smotrich and Orit Strock—specifically provided to equip the settlers.
The Tragedy of Amir ‘Odeh: A Fatal Clash
The most serious incident occurred on March 14 on the outskirts of Qusrah. The 28-year-old Amir ‘Odeh Together with his family and the villagers, he tried to defend himself after they saw the settlers heading toward the houses again.
According to eyewitness accounts, the settlers opened fire on Palestinian residents during the tense standoff. ‘Odeh was shot in the chest, and two of his companions were wounded in the legs. His father, who rushed to the scene to help, was brutally beaten and stabbed by the attackers until he lost consciousness. Amir ‘Odeh died from his injuries after being transported to the hospital.
Analyst's conclusion: System-wide responsibility
B’Tselem meaning highlights the fact that the events unfolding in the Nablus area are not isolated atrocities. When perpetrators use vehicles provided by the state and can carry out their actions under military protection (or the lack thereof), the line between „individual violence” and „state violence” ceases to exist.
This strategy—establishing outposts in the heart of Palestinian communities—does not serve security, but rather the ongoing destabilization of these communities, the maintenance of state-level control, and the expropriation of Palestinian land.
