Economic Aid as „Terrorist Financing”: The Trap of Political Communication

It is yet another example of how complex geopolitical realities are being transformed into a black-and-white moral narrative, which is often identified in diplomatic discourse as „hasbara” (Israeli public diplomacy efforts).

The Power of Framing: A Sinful Connection

The core of the article is a classic communication technique: the illegal connection (guilt by association). The narrative does not claim that EU funds are directly used to purchase weapons, but rather speaks of a „tainted” system in which every transaction is suspect.

Using this method, any form of aid can be delegitimized. If the Palestinian Authority engages in any civilian economic activity alongside the „pay for slay” system (benefits provided to convicted terrorists and their families), the narrative holds that the latter also legitimizes terrorism. This kind of selective blindness prevents us from seeing that cutting off aid would not eliminate terrorism, but would accelerate social collapse, which in reality would lead to even more instability and violence.

Why is it important to read critically?

When we come across articles like this, it’s worth asking the question: Who stands to gain from having any economic aid provided to the Palestinians classified as „terrorist financing”?

1. The issue of radicalization: If the EU were to cut off aid, it would drive the Palestinian population even further into the arms of Hamas or other militant groups, which would become the only „support system” in the economic vacuum.

2. Diplomatic tools: By branding it „terrorist financing,” the Hasbara narrative is also cornering the EU: it seeks to deprive the EU of the diplomatic tool with which it could support a conditional (demanding reforms) yet still functional Palestinian autonomy.
