Ottawa's double standards are glaring: condemning Russia's war while enabling Israel's genocide.<\/b><\/p>\n

Ottawa only talks about international law and human rights when it suits Western geopolitical interests. The contrast between Canada\u2019s response to Israel (over the Gaza war) and Russia (over the Ukraine conflict) highlights the government\u2019s dangerous double standards, which undermine the legitimacy of global norms.<\/p>\n
This analysis, co-authored with Joseph Bouchard, examines the Canadian government\u2019s statements on two conflicts, showing a stark contrast. After Russia invaded Ukraine in February 2022, Canada responded with moral certainty.<\/p>\n
Justin Trudeau, the prime minister at the time, called the invasion illegal and unjustified. Ottawa quickly imposed sanctions, and within two months of the outbreak of war, the House of Commons unanimously declared that Russia was committing genocide.<\/p>\n
By 2025, Canada had provided $22 billion in aid to Ukraine, $6.5 billion of which was in military support, while training more than 47,000 Ukrainian military and security personnel. In May of this year, Prime Minister Mark Carney declared that Ukraine\u2019s fight was \u201eour fight.\u201d.<\/p>\n
Compare this to Canada's response to Israel's war in Gaza, which began after the Hamas attack on October 7, 2023. Ottawa has long emphasized Israel's right to self-defense, even as leading human rights organizations and UN experts warn of possible war crimes and genocide.<\/p>\n
When asked in September 2024 whether Canada would condemn Israel or impose an arms embargo after much of Gaza was destroyed and at least 40,000 Palestinians died, Trudeau claimed, \u201eIsrael has the right to defend itself.\u201d<\/p>\n
Canada's tone only changed under enormous public pressure when Carney recognized the Palestinian state on September 21, 2025. But even when Foreign Minister Anita Anand acknowledged last August that \u201ehumanitarian suffering in Gaza has reached unimaginable levels\u201d and famine was declared in the territory, Canada still refused to take concrete steps against Israel.<\/p>\n
Canada is comfortably oscillating between two competing frameworks. Against rivals like Russia, it uses the language of a liberal international order \u2013 a global system that upholds universal human rights, international law, and principles like the \u201eResponsibility to Protect\u201d (R2P).<\/p>\n
Canada helped create the R2P framework, which states that countries must protect their populations from genocide and war crimes; otherwise, the international community has a duty to intervene.<\/p>\n
For friends like Israel, Canada has turned to what it calls a \u201erules-based order\u201d\u2014a flexible framework that pays lip service to global norms but ensures they never constrain Western allies while applying them disproportionately to geopolitical adversaries and weaker non-Western regimes.<\/p>\n
Whatever moral policies Canada pursues are merely convenience or coincidence. Until Canada faces reality, its moral claims will remain empty and its international influence weak.<\/i><\/p>\n
The \u201erules-based order\u201d is an adaptation that reinforces Western hegemony while maintaining the appearance of universality.<\/p>\n
This structural double standard exposes an uncomfortable truth that few Western elites want to acknowledge: supporting Israel\u2014a state built on mass, forced expropriation\u2014reveals that only certain lives are worth mourning, and only the geopolitically convenient ones are worth fighting for.<\/p>\n
After analyzing more than 250 official Canadian statements about the wars in Ukraine and Gaza using 10 binary codes, a systematic pattern emerged.<\/p>\n
Regarding Ukraine, Canada called for an immediate ceasefire, condemned Russian attacks on hospitals and schools, affirmed Ukraine's sovereignty, specifically named Russia as the aggressor, and invoked the R2P principle.<\/p>\n
On February 28, M\u00e9lanie Joly, then Canadian Foreign Minister, told the UN Human Rights Council: \u201eHuman rights are universal and cannot be manipulated to justify war and crime.\u201d<\/p>\n<\/li>\n<\/ol>\n
Demonstrating Canada\u2019s middle-power activism, he added: \u201eThe Russian regime is challenging the international system of peace and law, and the very foundation that we have been building since the end of World War II. Russia has attempted to make a mockery of our international system in order to return to a world of \u00bbmight is king.\u00ab We will not let that happen.\u201d<\/p>\n
However, regarding Gaza, Canada initially resisted calls for a ceasefire, avoided characterizing Israeli strikes as indiscriminate or disproportionate, affirmed Israel\u2019s \u201eright to exist\u201d while avoiding that term for Palestine, and failed to apply the R2P principle it had so vehemently defended in the case of Ukraine.<\/p>\n
In March 2024, during a meeting with his Israeli counterpart, Israel Katz, Joly reiterated Canada's condemnation of the Hamas attack of October 7, 2023. He assured the party of his solidarity and unwavering commitment to Israel's security, and reaffirmed Israel's right to self-defense. In contrast to its stance towards Russia, Canada did not hold Israel accountable for its actions, while stating that it must respect international law.<\/p>\n
Canada frames Ukraine's history as a story of Russian imperialism, recalling the Holodomor famine, Soviet Russification, and the 2014 annexation of Crimea to contextualize Russia's 2022 invasion as a continuation of aggression against Ukrainian sovereignty.<\/p>\n
Carney wants a new world order \u2013 but only for the West.<\/i><\/p>\n
However, the history of Israeli settler-colonialism in Palestine is even clearer: from the Nakba of 1948, through the aggressive territorial expansion of 1967, to the decade-long siege of Gaza and the ongoing ethnic cleansing in the occupied territories.<\/p>\n
Amnesty International and the Israeli human rights group B'Tselem have concluded that Israel's system amounts to apartheid. Mass atrocities such as torture, rape, starvation, and extrajudicial executions of civilians are well documented. Canada refuses to acknowledge these realities.<\/p>\n
In October 2025, Senator Yuen Pau Woo asked, \u201eWhy is there a double standard in the way we responded to the situation in Gaza compared to, say, Ukraine?\u201d He warned that Canada\u2019s failure to act was damaging its moral authority.<\/p>\n
